The pan holds it closer to the igniter so it doesn't filter to the bottom. Propane also needs to be mixed with air to burn without producing soot.

Product Introduction
Propane fire pits usually have an air mixer on the supply line. Because natural gas is lighter than air, burns cleanly, and doesn't require a pan.
Many DIyers also opt for a pan in a natural gas fire pit because it's easier to fill a fire pit with decorative elements like lava or fireproof glass. They also act as LIDS for easy access to the bottom for maintenance and cleaning.
If you are using disposable pans, keep in mind that they can also lock water and should have leak holes or other means to drain. If there is too much water in the pot, it will seep into the holes in the burner.
